What exactly pre-process does in Cinegy Air RTP/UDP output settings?

The pre-process allows you to upscale/downscale and change framerate on Output for selected source video.
For example if you have 1920X1080i on input SDI and select RTP Output with pre-process 720X576 25P you get this video format on Output RTP stream.
